Preheat oven to 375°.
In a large bowl combine the flour, oats, cinnamon, salt and baking soda. Stir in the walnuts and c. chips. In another bowl, blend together the maple syrup, oil, vanilla extract, and water. Stir the wet ingredients into the dry ingredients and mix thoroughly. The batter should be fairly thick.
Portion batter into heaping teaspoons and place on oiled cookie sheets about 1 inch apart and flatten the batter glob to about 1/4-inch thick. Bake in center shelf until lightly browned on bottom, about 12 to 15 minutes.
